Good Shepherd Services is seeking a results driven, energetic, and compassionate team player who will exercise bold leadership as the Director of Clinical & Social Services. In the context of youth-centered, family-focused practice to promote safety, permanency and well-being, the Director of Clinical & Social Services will work alongside a multi-disciplinary team to direct and manage efficient case management and clinical services throughout a 46 bed, 24/7 Hard-to-Place adolescent female Rapid Intervention Center and Group Residence.

Director of Clinical & Social Services will continuously monitor and assess program strengths and opportunities and have a strong working collaboration across all departments within the program, support departments, and external entities such as ACS and OCFS. The person will develop and apply strategies and bring innovation to assure program performance measures are met, elevating best practices with the programs and utilize clinically sound, trauma-informed, evidence-supported/based therapeutic modalities. The Director of Clinical & Social Services will ensure services and documentation are being fulfilled and consistent with Good Shepherd Services’ philosophy and within city and state mandates. The person is responsible for the overall Social Services Department including social work, psychiatry/psychology, art therapy, case planning, educational, and mentoring services. The Director of Clinical & Social Services will lead the team to be responsive to the needs of the youth, family and program and demonstrate strong committed to working alongside the Director of Residential Life to fulfill the goals and objectives of the program and to implement the agency’s strategic directions and mission. The Director of Clinical and Social Services will oversee the clinical and social services implementation and quality coordination of 17 th streets transition to Medicaid Managed Care.

Major Duties
  • Integrate high-quality social service practice, utilizing trauma-informed evidence-based and evidence-informed models and ensure on-going development, fidelityand adherence to these best practices within the social service department throughout the Rapid Intervention Center and Group Residence.
  • Ensure all City and State Social Services mandates and regulations are communicated to and followed up by Social Services Supervisor and Case Planning departments.
  • Coordinate intake efforts within the department 24/7, structuring and supporting arotating on-call schedule.
  • Promote permanent connections, including reunification, foster boarding home placement, adoption and alternative permanent living arrangements.
  • Directly supervise the Assistant Director of Social Services, Team of Social Workers, Art Therapist, Psychiatrist, Psychologist and MST Team.
  • Oversee that mandated paperwork and recordkeeping remains in compliance with ACS, OCFS and GSS Program Evaluation and Planning Dept and Medicaid Managed Care.
  • Assist with stabilization, respite and crisis management and provide on-call services throughout the evenings and weekends, when necessary.
  • Ensure 17th street is complying with and maximizing efforts related to Medicaid Managed Care throughout The Social Services Department.
  • Liaison with Senior Quality Coordinator regarding Medicaid Managed Care for 17th street Programs including any Medicaid workgroups.
  • Facilitate rich and robust program treatment team meetings and all other relevant meetings to assure integration of social services within the overall therapeutic milieu.
  • Provide ongoing support and collaboration to the Social Services team and Residential Life Director and Supervisors regarding systemic, case work and clinical issues.
  • Promote a Family Systems approach within 17th street programs - specifically in Treatment Team and in supervision with Social Workers and the Assistant Director of Social Services.
  • Participate with Program Evaluation and Planning Department (PEP) in fulfillment of the program evaluations processes, including documentation/collection, development and monitoring of program data in Connections and outcomes.
  • Perform other duties as assigned.

  • LCSW or equivalent credentials required. Significant experience in child welfare working with youth in residential setting and their families.
  • Minimum of 5 years supervisory experience with exceptional managerial skills.
  • Seminar in Field Instruction (SIFI) preferred
  • Bilingual English/Spanish preferred
  • Excellent interpersonal, communication and writing skills required.
  • Exceptional organizational skills with a key attention to detail required.
  • Must be a team player with strong people skills which promotes a collaborative work environment.
  • Must have a strong working knowledge of standards of practice within ACS and OCFS child welfare system and Medicaid Managed Care.
  • Must have strong expertise in CNNX (Connections) and other industry supported tracking systems.
  • Computer proficiency, particularly with MS Office.
  • Proficiency in managing multiple priorities and achieving project deadlines, while maintaining flexibility and adjusting priorities as needed.
  • Must have a commitment to work from a trauma-informed, strength-based and youth and family development perspective.
  • Ability to use public transportation to travel throughout New York City.
