Minimum Qualifications :
Bachelor’s degree in Health informatics, Analytics, Epidemiology, Biostatistics, Computer Science, Public Health, or a related field and three years of data analysis experience; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master’s degree in a related field may substitute for one year of experience. One year of the qualifying experience must include program management and/or supervision of staff.

Travel, up to 50% of the time, will be required. A valid driver’s license in good standing will be required.

The incumbent in this position will be required to have a telephone/mobile device, and internet access.
Preferred Qualifications :
Master’s degree in Health Informatics or Analytics; at least one year of experience managing and manipulating protected health information with discretion and professionalism; at least one year of experience developing complex queries; experience gathering and presenting information to support program management.
Responsibilities :
The Public Health Informatics Specialist III (Contact Tracing) will contribute to the State’s Contact Tracing Initiative (CTI) by optimizing COVID-19 contact tracing information management and communication. The incumbent will work with the New York Communicable Disease Case Management System (NY-CDCMS), also known as CommCare, and become intimately familiar with the case investigation, contact tracing, and report/data functionality.

The incumbent will lead and collaborate with other team members, Concierge, and the developers to improve the system based on suggestions from users, the development team and Dimagi. The incumbent will collaborate with virtual call center (VCC) staff, Local Health Departments (LHDs), the Contact Tracing Unit (CTU), and other stakeholders to report trends, concerns, and successes to CTU leadership. Responsibilities will include the provision of technical assistance and guidance to users pertaining to use for all roles, report development, data quality assurance recommendations and oversight, data cleaning, troubleshooting issues reported by VCC or LHD staff, standard and ad-hoc analysis in support of CTI metrics, and the delivery of front end and back end user training.

Travel, up to 50% of the time, will be required.
Conditions of Employment :
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. A valid driver’s license in good standing will be required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
