Position Title: Instructional Designer, U.S. Public Health Accompaniment Unit (USPHAU)
Reports to: Senior Project Lead, Newark
Location: Newark, NJ (preferred), Remote (US, travel to Newark required)
Position Type: Full-time for through July 2022 with potential to extend

Leveraging Partners In Health’s (PIH) experience and lessons learned from our COVID contact tracing collaboration with the state of Massachusetts, and our 30 years of global work in emergency epidemic response and health systems strengthening, PIH has launched a new team to accompany U.S. states, cities and community partners in rapidly scaling up contact tracing and building more equitable and effective public health responses to COVID-19 in the US.

The U.S. Public Health Accompaniment Unit team works to accompany public sector and community partners on the frontlines of the public health response to COVID-19, to address this acute-on-chronic public health crisis, by providing technical assistance and knowledge sharing platforms to accelerate implementation of effective, equitable COVID-19 responses. Our approach to providing technical assistance to different public sector and community partners in the United States includes providing expertise and advice on design and implementation, incorporating an equity lens into execution, and creating a community of partners across the US to share best practices and challenges in order to fortify efforts amidst the national response to COVID-19.

Position Overview
The Instructional Designer will lead the roll-out of a two-year health literacy grant, focused on using community health workers (CHWs) to increase Newarkers’ knowledge and understanding of COVID-19, crucial co-morbidities, and social determinants of health. The Instructional Designer will have the learning science and curriculum design expertise, including academic and operational instructional design, required to advance public health responses to COVID-19 through both in person and e-learning platforms. The curricula they create will be taught in a phased approach over the course of two years. Additionally, there may be other trainings and health literacy projects within the Department of Community Health and Wellness (DHCW) for the Instructional Designer to lead.

The Instructional Designer will develop content for online trainings, webinars, and academic presentations that incorporate animations, videos, podcasts, and more. They must be versed in or quickly able to learn the complexities of public health interventions that both optimize contact tracing impacts and work to achieve racial, social and economic equity. The role is focused on delivering meaningful, memorable and scalable learning experiences for public health leaders and practitioners, government and NGO partners, policymakers and international partners to continuously articulate, develop and disseminate best practices for COVID-19 response, and beyond.

Responsibilities
Lead course development projects – 60%

  • Develop educational materials and curricula for Newark CHWs in conjunction with Newark DHCW and the Mary Eliza Mahoney Federally Qualified Health Center (FQHC). Work closely with subject matter experts, technical advisors and USPHAU staff to design and develop instructional content
  • Provide expert guidance, leadership, instructional design, and project management for online projects such as eLearning projects or webinars
  • Develop course material that is learner-centered and user-friendly. Apply instructional design principles and adult learning theory in developing content objectives, content analysis and information mapping
  • Conduct needs assessments to identify educational priorities and needs among CHWs.
  • Integrate learning curriculum for courses and programs onto various learning platforms including e-learning, virtual learning, and web applications using multiple authoring and multimedia tools
  • Conduct and lead trainings in-person and online for a diverse group of learners
  • Ensures that all learning needs, requirements and established standards are met in regard to the technology platform the curriculum is deployed on
  • Advise on the options and best modes of delivery for various types of training
  • Produce training materials accessible to people with disabilities, guided by Section 508 compliance standards, such as: creating alt text for images; ensuring content screen reader is accessible; working with providers for ensuring subtitles are included; revising graphics to meet visible accessibility standards

Provide video and still editing and graphic design – 15%

  • Research and collect supporting multimedia materials needed for pertinent trainings and other educational programs
  • Design and develop audiovisual, multimedia and graphics projects supporting training programs
  • Maintain up-to-date knowledge of new technologies in the graphic art field, video recording, still photo enhancement and audio recordings
  • Design and produce informational charts and graphics for learning content, reports, websites, and social media. Provide graphic design for eLearning materials, including artwork, displays, presentations, logos, brochures, posters, and various other informational material

Project Management – 20%

  • Oversee budget and grant management of the USPHAU-Newark DCHW health literacy grant and all subcontracting partners, including preparation of regular reports
  • Collect, analyze and evaluate key performance measures across the project

Other Duties as Assigned - 5%

  • Contribute to cross-site professional development and training program, including the development and facilitation of specific topics

Qualifications:

  • Experience or relevant degree working in Education, Public Health, Learning Technology, Curriculum Development or a related field.
  • 5+ years relevant work experience; or bachelor's degree plus 3-4 years’ work experience; or advanced degree plus 2-3 years’ work experience
  • Knowledge of the concepts, principles and practices in adult learning theory, instructional technology, instructional theory and practice. Ability to develop effective digital and eLearning courses using established design methodologies and various learning technologies
  • Experience working with community mobilization and engagement, particularly within Newark or other similar communities in New Jersey
  • Skill using authoring tools to plan and develop learning content (including Microsoft Word, PowerPoint, Adobe Acrobat, Adobe Connect Pro, Photoshop, Articulate, Captivate, and video editing software)
  • Knowledgeable in digital graphics and image editing software, and digital videography including editing and video camera operation
  • Excellent writing and proofreading skills
  • Ability in building trust and collaborating with people across cultures and sectors
  • Ability to work both independently and collaboratively with tight deadlines
  • Advanced skills and experience planning, designing, producing and delivering education and training in a wide variety of online formats.
  • Experience initiating and managing projects
  • Critical thinker with demonstrated creative problem-solving skills.

Preferred:

  • Background in health or public health communications or programming a bonus
  • Experience working in the nonprofit sector
  • Proficiency in Spanish, and/or Portuguese a bonus
  • Familiarity with website content management systems
  • Experience building Communities of Practice and coalition building
  • Proficient in Windows Professional Operating Systems and/or IOS, particularly, Microsoft applications (Office 365, Microsoft Teams, SharePoint, MS Word, PowerPoint and Excel).
  • Experience using social media platforms, particularly Facebook, Twitter, and Instagram
  • Familiarity with Associated Press style
