The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.

We are currently seeking a Occupational, Health & Safety/Industrial Hygiene Manager (9069) in the System Safety.

SEPTA currently requires all new employees to be fully vaccinated and provide proof of vaccination at their pre-employment medical appointment.

Salary Range: Min: $74,256.00 - Mid: $92,820.00 - Max: $111,384.00

  • Note: Starting salary not to exceed midpoint.

OVERALL DESCRIPTION

The Safety Officer will coordinate and cooperate with all levels of Authority management and collective bargaining unit employees to provide expert assistance toward identifying, assessing, and prioritizing line management’s prevention of safety, health, and environmental hazards.
The Safety Officer’s work effort will be concentrated in one of the four (4) primary specialty areas; Operational Safety, Occupational Safety and Health, Construction Safety, and/or Accident Prevention and Investigation. To maintain a diverse and broad level of subject matter expertise that is needed to perform all the Division’s responsibilities, the required expertise and responsibilities will vary for each hire and be based on the current status of vacancies and needs of the division.
Based on the vacancies and needs of the Division. The Safety Officer will be required to be experienced in one of these four (4) areas and would be expected to perform functions based on the specific responsibilities selected for the position at that time and identified in the job posting. The AGM, System Safety and/or the Department Director will make this determination what responsibilities are required based on the current staffing needs at the time of posting.

SPECIFIC RESPONSIBILITIES

Regardless or the area of expertise needed for a specific job posting, all Safety Officers are required to perform the following duties;

  • Provides 24/7 on-call coverage for all Authority operations and activities when notified about covered accident, incident, injury or other loss causing event. Immediately responds to and investigates those incidents based on the severity and significance of the received incident report. Assures that all regulatory notifications are made in a timely manner.
  • Maintains professional currency in safety and health disciplines – particularly subjects related to the transit industry, by regular review of safety publications; memberships in appropriate professional safety organizations; and attendance at appropriate safety, and health seminars. Develops a communication network with safety and health professionals at other transportation agencies.
  • Participates in Location Safety Committee (LSC) and Joint Health & Safety Committee (JHSC) activities.
  • Plans, develops and conducts safety awareness campaigns for employees, passengers and the public including safety blitzes and the Operation Lifesaver program.
  • Serves as Acting Director when required.
  • Promote and enforce the Authority’s Safety Awareness & Environmental Protection Policy, System Safety Program Plan, and Accident & Illness Prevention Program.
  • Maintain and manage all records and data in all related areas in accordance with Divisional filing protocols.
  • Perform any other duties as assigned by the AGM, System Safety and/or Director, Operational Safety and/or Director, Accident Prevention & Investigation and/or Director, Occupational Safety & Environmental Management and/or Director, Construction Safety.

DISCIPLINE RESPONSIBILITIES

II. Occupational Safety Department

A. Occupational Safety and Industrial Hygiene

  • Develops, updates, and assesses SEPTA’s Hearing Conservation Program (HCP). Conducts background noise dosimeter readings at various SEPTA maintenance and operating facilities. Identifies work areas and equipment that require hearing protection. Identifies employee exposures that warrant ongoing monitoring and annual audiometric testing. Ensures all employees identified to be a part of SEPTA’s HCP receive annual audiometric testing via a third party vendor and manage the contract. Provides technical support and annual training to labor and management employees in the area of hearing conservation and personal protective equipment. Works in partnership with SEPTA’s Medical Department. Conducts random audits to ensure compliance with and effectiveness of the program.
  • Develops, updates, and assesses SEPTA’s Respiratory Protection Program (RPP). Conducts surveys to determine work duties that require respiratory protection. Works with SEPTA’s Medical Department to ensure that all employees with work assignments that require respiratory protection have been medically qualified and manage a third party contract to ensure personnel are fit tested and received proper training on the equipment. Conducts random audits to ensure that employees are issued and using the appropriate respirators as well as the brand and type that they have been issued during fit testing.
  • Conducts air quality surveys throughout SEPTA’s maintenance and operating locations. When necessary utilizes qualified third party air quality consultants to handle larger surveys. Identifies areas where the air quality exceeds the Permissible Exposure Limits for diesel exhaust, welding operations, and chemical exposures. Identifies engineering controls, administrative controls and/or personal protective equipment (PPE) controls to reduce or eliminate the exposure to the employees and/or public.
  • Develops, updates, and assesses SEPTA’s Confined Space Entry Program. Conducts audits and surveys to determine various work groups that may need to enter confined spaces. Provides training to work groups and conducts periodic compliance checks to ensure compliance.
  • Develops, updates, and assesses SEPTA’s occupational safety programs including but not limited to Biohazard Exposure Control, Fall Protection, Lockout/Tagout, Personal Protective Equipment, and Machine Guarding. Provides training to work groups and conducts periodic audits to ensure compliance.
  • Manages a third party contract to ensure all SDS’s are housed in a database and provides training on Hazard Communication to include Globally Harmonized System (GHS) and Pennsylvania Worker & Community Right-to Know Act program requirements and ensure program is implemented on an annual basis. Conduct SDS reviews and provide recommendations. Facilitate a Chemical Task Force to ensure all chemicals are discussed and evaluated prior to use or purchase.
  • Conducts safety audits and inspection in accordance with OSHA standards 1910 and 1926. Identify corrective actions and recommend cost effective enhancements to existing work practices and safety programs.
  • Conducts Job Hazard Analyses for all job tasks throughout the Authority.
  • Conducts surveys to determine work duties that require personal protective equipment. Verifies equipment is utilized properly. Facilitate a Personal Protective Equipment Task Force to ensure PPE is discussed and evaluated prior to use or purchase.
  • Periodically assists Environmental Safety Officers with SEPTA’s Asbestos and Lead Control Program.

IV. Accident Prevention & Investigation

A. Accident Investigation

  • Investigates significant accidents and injuries with the cooperation of labor and management. Uses specialized equipment and knowledge to reconstruct and analyze accidents and other occurrences. Prepares final reports and makes recommendations where required.
  • Analyzes equipment conditions and vehicle response; evaluates human factors and fatigue related issues and its relativity to crash avoidance.
  • Provides Director, Accident Prevention and Investigation and/or the AGM, System Safety with 24-hour synopsis of investigated accidents or incidents.
  • Documents evidence and generates chain of custody as required by department procedures.
  • Develops, updates, and assesses SEPTA’s Accident/Incident Investigation Program. Provides training to managers and conducts periodic audits to ensure compliance.
  • Audits other departments’ accident and injury reports to assure adequacy of investigation and action taken to prevent recurrence. Prepares trend analysis and other special reports based on these accidents. Assures that proposed remedial action is implemented and is effective.
  • Reviews accident and incident statistics to identify trends and develops programs with the various departments to reduce, if not eliminate, accidents and incidents.
  • Interfaces and coordinates with various Authorities Having Jurisdiction including, but not limited to, Federal Transit Administration, Federal Railroad Administration, National Transportation Safety Board, Pennsylvania State Police, and the Public Utilities Commission with regard to Authority accidents and incidents.

QUALIFICATIONS AND EXPERIENCE

  • B. S. Degree in related safety, safety engineering, Occupational Health & Safety, Industrial Hygiene, Environmental Science, or Environmental Health disciplines plus five (5) to seven (7) years’ experience in safety or safety engineering field required. An equivalent combination of education and experience (two (2) years of related experience equating to one year of post high school education) may be considered in lieu of the degree requirement.
  • Note that emphasis of experience and education may be tailored on the posting to reflect a specific area of safety (i.e. Operational Safety, Occupational Safety, Fire/Life Safety, Construction Safety, Electrical Safety, Vehicle Engineering or Accident Investigation).
  • Strong knowledge of the Occupational Safety & Health Administration, Federal Railroad Administration, Federal Transit Administration, National Fire Protection Association, and PennDOT regulations required.
  • Must demonstrate the ability to pursue/perform multiple tasks simultaneously.
  • Must have a strong understanding of union and management environment and demonstrate the ability to address health and safety matters directly to union employees.
  • Must be able to review and analyze accident data and participate in the development of corrective action plans to resolve complex safety and health issues.
  • Must be able to satisfy rigorous and demanding work schedules, which include non-traditional working hours, and short term deadlines.
  • Must have valid driver’s license.
  • Must have PC experience with MS Word and Excel.
  • Must have excellent verbal and technical writing skills with experience writing quality technical reports and Standard Operating Procedures.
