The Chester County Health Department is seeking a Supervisor in Population Health who will be responsible for leading the Disease Investigation and Surveillance (DIS) Team.The DIS Supervisor will direct the team's work in disease investigation, disease surveillance, contact tracing, and infection prevention in accordance with the Centers for Disease Control and Prevention, the Pennsylvania Department of Health, and Chester County regulations and guidelines. The individual will train, coach, and supervise DIS staff to ensure that public health services are delivered in an effective and efficient manner. The Supervisor will monitor and evaluate program and staff performance, evaluate procedures and strategies, and implement quality improvement initiatives. The Supervisor will participate in coordinated response activities during public health emergencies.This position requires the following criminal background and child abuse clearances. Report of criminal history from the Pennsylvania State Police (PSP); Child Abuse History Clearance from the Department of Human Services (Child Abuse); and Fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI). This is an Essential Employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for Essential Employees: Carries out essential job functions or assigned emergency duties which may involve assignments within the Department of Health Command Center, deployment to a field location to participate in public health activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks.A criminal background check is required.

Responsible for development, execution, oversight and evaluation of multiple program areas.Recruit, train, schedule, coach, supervise and evaluate assigned professional and para-professional staff.Provide team leadership and utilize effective management skills.Apply effective research skills for purposes of accessing information pertinent to program development, enhancement and evaluation.Collect, analyze and maintain data through staff reports, observations, databases, trends and time studies.Contribute to the development of Departmental and Bureau protocols, policies and procedures; track and reinforce staff compliance of protocols, policies and procedures.Research, plan, develop, write and implement grant proposals.Write, review, and submit written reports to local, state and federal levels as required by grants and/or other program requirements.Promote external relationships.Interface with and provide technical assistance to medical professionals, schools, community-based organizations, and others.Develop recommendations for operational procedures and/or user manuals for program areas.Participate in local, state and national meetings relevant to program areas.Monitor and evaluate programs for efficiency, cost effectiveness and compliance.Function as activity manager for assigned program areas and strategic plan measures.Perform other duties, tasks and special projects, as assigned

Qualifications / Requirements: Bachelor’s degree from an accredited college or university in Public HealthThree years of job-related experienceExcellent interpersonal skillsStrong organizational and problem solving skillsAbility to analyze and report dataAccurate and detail-orientedStrong knowledge and skill in program budgeting and strategic planningStrong knowledge and skill in program development and evaluationStrong customer service skillsStrong verbal and written communication skillsFlexible; easily adapts to changes in the work environmentA valid driver’s license is required. Preferred Skills, Knowledge & Experience: Master’s degree from an accredited college or university in Public HealthThree to five years of supervisory and management experiencePrior experience coaching and mentoring professional and para-professional staffPrior surveillance/epidemiology and community experienceWorking technical skills in assigned program areaAbility to relate to people of varied social, economic and ethnic backgroundsAbility to handle and resolve recurring problems and difficult situationsDemonstrates integrity and honestyCurrent working knowledge of County and Departmental policies and proceduresCurrent working knowledge of labor laws and human resources guidelinesExhibits sound and accurate judgment
